Logging debug usage

This is kind of a reach but our "compliance" people want to know if we can
log debug usage because we sometimes debug with production data and you can
change variables while debugging. I know that is not a best practice, but
it happens. This would mostly be debugging through RDi but STRDBG would be
nice too. I've looked around but couldn't come up with anything.

Are there any existing logs that would record that a debug session was
started and log the user and maybe the program being debugged?

Are there any exit points in that process where we could log that info?

Is there any commercial software that does this?
