And the help clearly states that QEZDEBUG will be treated identically to QEZJOBLOG. Which you have an issue with.
Write a stored procedure which goes through one of these

and moves the QEZDEBUG spool file to a different output queue.
Or turn off cleanup (or change to a year) and use one of these same services to select spool files for deletion to do your own cleanup of joblogs.
We had someone in the department who taught his group of users to just clear the joblog output queue throughout the day. He works elsewhere now.
