Remember... on Skytap you can mount a bootable/IPLable ISO with the SAVSYS. You need to use the Skytap media repository.
If you are uploading you data for DR purposes perhaps is a matter of creating a restore strategy. Maybe create a starting point with your Opt21 and then upload differential backups. Uploading 650GB is possible, but requires enough bandwidth , processing power and a nice script to restore smoothly.
