A VTL (Virtual Tape Library) is a separate physical device attached to your IBM Power system. Often via FC (Fiber Channel) and then most often through a switch. A VTL can have one or more 'tape drives' in it. It emulates popular IBM physical tape libraries but without any physical tapes.
You can see an example of a VTL and a physical tape library at
https://www.ibm.com/it-infrastructure/storage/tape?utm_content=SRCWW&p1=Search&p4=43700060599974486&p5=e&gclid=CjwKCAjw-sqKBhBjEiwAVaQ9aw-O2Cvjaxw3xNr5nhP6vrpEtt3pBGitdvNBbM2EoXMb9Hep7NyOjRoC9rwQAvD_BwE&gclsrc=aw.ds

For an example of virtual tape (image catalog stuff) see:
https://www.ibm.com/docs/en/i/7.4?topic=storage-i-virtual-tape
But basically it stores 'tapes' as stream file entries in your IFS.
