Weird. I always get a message that an IPL is required to put the TR on
and it acts like the INSPTF aborts. I do a
CHGIPLA STRPRTWTR(*NO) STRRSTD(*YES)
PWRDWNSYS DELAY(120) RESTART(*YES *FULL) IPLSRC(B)
Followed by another INSPTF, which almost always tells me that no PTF's
were installed. Do whatever else I need to, then another PWRDWNSYS again.
Might be an extra IPL, but it seems to work and I can't argue with that.

That’s exactly what was done, everything ordered at one time in one
download. It failed spectacularly. What we are learning is on this one
anyway, the cumulative/groups need to go on ahead of the TR, at least a
V7R4.
