Occasionally IBM comes out with a new I_BASE version of the install media. This often is done when there is a new Technology Refresh.
Most times you can get by with installing PTF's to get to this level. However, when installing a new system from scratch with hardware dependent on that TR it can be beneficial to start with this new refresh.
The latest 7.4 I_BASE is RS-740-H. I like to think the RS stands for ReSpin. If this was on install media then it should be clearly visible on that disc.
