DSPMSGD CPF8935 does indicate that you're on the right path by looking at QRMTSIGN. I'd try *VERIFY. This is what I use.

We are trying to connect to one of our client using STRPASTHR, even though connectivity in place and everything seems to be fine on client side as well the command is failing.
QRMTSIGN is set to *FRCSIGNON, is there any other setting that needs to be checked.
Environment variable does not exist.

Connecting to remote host 1X2.1XX.2XX.1XX using port 992
Pass-through not allowed to system BXXXXXXX.
TELNET session ended. Connection closed.
