To confirm, you have two IBMi partitions on the same subnet, both hosting a
NetServer.

Regarding the NetServer that only some users can access:
- Can both clients resolve the NetServer hostname?
- Are both clients using the same authentication method?
- Any entries in the IBMi audit journal?

Where should I look for differences in setup between two servers on the
same network, but only one of them can be mapped to a network drive?
Even stranger, another user can map a drive to the server that the first
can not?
