We have here an old free utility (called FILESCAN) that outputs DSPPGMREF
for PGMs in
a list of libraries to a file.
This utility then lets you interactively compile all PGMs that are affected
by a change to a PFile/LFile.
Over the years we have enhanced it to support Modules, Queries, SRVGMs and
lately Menu calles.

VERY useful

Biggest problem of course remains that any programs called by using a
variable name are not included.

Also these days one would hope that Service Programs are as important as
programs and while this shows you which SPs are used it won't tell you
which routines were used.
