RE: IBM i cloud and Early support program.

I had a lot of the same experiences. However if you try to open feedback on IBM's website their form will ask you detailed information. Then you will get one of two standard form letters. Both ignoring any details you provided.

Form one:
Dear Robert,

Thank you for contacting IBM.

We are in receipt of your e-mail regarding the problem
faced while accessing our IBM Web site.

We apologize for the inconvenience caused to you in
this regard.

For further assistance, please resend your e-mail with
additional information such as:

- initial IBM link which led you to the broken page
- detailed description of your request

Thank you for visiting our site and contacting IBM.

Form two:

This is only slightly better than when IBM assumed that anyone who submitted web site feedback was simply someone trying to scam then by pretending to be a vendor whereupon you were automatically routed to apply as an IBM vendor.
