Have you considered the OVERRIDE_QAQQINI function as an alternative?
https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_73/rzajq/rzajqprocoverrideqaqqini.htm

This will allow you to have what is essentially a temporary, job-scoped
QAQQINI without having to reference a permanent lib/file with QRYOPTLIB.

Thank you,

Subject: [EXTERNAL] CHGQRYA alternatives
Sent by: "MIDRANGE-L" <midrange-l-bounces@xxxxxxxxxxxxxxxxxx>

I have a batch job that needs to run CHGQRYA. The user isn't
authorized,
and I can't easily get authorization. Is there an alternative?

The command is:
CHGQRYA QRYOPTLIB()

The only row in the referenced QAQQINI is:
REBUILD_ACCESS_PLAN *DEFAULT

TIA
