Does IBM i host LPAR need to be IPL'd for newly created NWSD to appear -- MIDRANGE-L

I'm creating a new sandbox client LPAR for testing V7R4 upgrade.
On the IBM I host, I created all the NWSD, NWSSTG, etc for the new client.

They are not appearing in hardware resources.
Does the IBM I host need to be IPL'd for these to appear?

If not, why are they not appearing?
