No, telnet only uses 23 or 992.

The host servers must be added to the application lists that use the
internal certificate. They do use other ports but those are all open.
This problem has been resolved.

ACS and it's predecessors use a lot more ports besides 992 for just
telnet. Your fix just proves that some job/task on OS/400 can now
successfully open it's port. Before it was closed, and 992 simply wasn't
affected.
