May want run PRTPVTAUT.
Also, by default, private authorities are not saved, so a possible explanation in Gord's issue, if he did not select to manually save private authorities, they would have been lost on the system migration.

Again, that was listing "objects owned user". Not the issue here.
Think
DSPAUT OBJ('/')
And you want to list all the users who are NOT the owner.

there is an ibm unsupported tool to list IFS objects for a user(RTVOBJLST):
https://www.ibm.com/support/pages/tool-list-all-objects-owned-user

it is also part of QMGTOOLS/QSPTLIB:
https://www.ibm.com/support/pages/mustgather-how-obtain-and-install-qmgtools-and-keep-it-current

Rob it seems like it would be a quick win for IBM it use the internals
of this tool to create a new SQL function.

I do not see anything in either IFS Services or Security Services at
https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_74/rzajq/rzajqservicessys.htm

You could ask IBM on this.
I only see owner type operations like
WRKOBJOWN USRPRF(ROB) OBJTYPE(*DIR *STMF)
