*S36, how do I hate thee. Let me count the ways...

QCMD still forces upper case. ENDS36 fails with SYS5748 (Must sign off to end S/36 environment session).

First of all I would test by trying CALL QCMD in the command line and trying that command line. Oftentimes what one thinks is a command line is really a user data entry field on a custom menu using a display file and not a menu object.
If you are still experiencing this issue I would try the command ENDS36. Running in S36 mode will force your command line to upper case.

How do I get a mixed case command line in 5250? Mine forces upper case.

TIA
