Design question:  What are users looking for in a 9,999 record subfile?

When you went to page-at-a-time, how does a user ever get to, say, record 8,555?  Or does he just start at the beginning and process records & screens one-at-a-time?

Could the system have been created better to start with, to circumvent this situation in the first place
