Creating an empty stream file before you need to use it is a good suggestion.
However, I don't think EDTF can set the CCSID. I have not found a way
to do it with EDTF, anyway. And even if you could, this wouldn't be
suitable for a batch process.
The usual way to create an empty stream file of an arbitrary CCSID is
with the Qshell "touch" command, which can be used interactively or in
batch.
