There is an excellent reason - I am awfully lazy. I mean write an RPG program JUST to remove Nulls from one string. Surely there must be some way short of that. If not I have wasted 31 years riding this box, whatever they choose to call it.
Worse case I will just tell the developer who wrote the program that gives me the name to quit sending Nulls. However, I want to figure out how to fix this, in CL if possible.

Is there any reason you can't use RPG? If nothing else, couldn't you write a wrapper so that your CLP calls the wrapper, and the wrapper calls the program which provides the file name?
