I think you're close to it - this is a timestamp formatted in the ISO 8601 format, if my googling found it - the "T" separates date from time, the "+" is used for time-zone offset. In the example, this means the time is UTC, so far as I've read, and might want adjustment for your local time zone.

Others will know better what to do with this, but it'd be a start for me, anyhow.
