Assuming there is no other way to avoid a collision with another server, or some other overriding reason to use 8080 or 8443, the URL would take the form:

http://foo.bar.example:8080/frobozz/index.html
or https://foo.bar.example:8443/frobozz/index.html

Or whatever other port number is assigned.

And port number reassignment can also happen in the front-end.
