If you try using IBM websites and they totally lose their <excrement>
and you start getting messages like:

Bad Request
Your browser sent a request that this server could not understand.
Size of a request header field exceeds server limit </IBM>
Ensure that all tabs and browsers are off of any IBM sites.
Then try going to just
https://www.ibm.com/support/home/
and with any luck you will get the following

Yikes - we didn't catch all of that.
The system received a request that cannot be understood. This is most
likely due to there being too many cookies being transmitted.
Click the buttons below to clear all ibm.com cookies and reload the
list
Clear ibm.com Cookies
Reload
</IBM>
This seems to clear up the browser without having to lose all your
cookies and dealing with stuff from your bank like "new device, we'll
have to send you a code and enter it and beg and plead and we'll let
you continue".
