You're assuming that the first fixed form example is the original. It is
not. That is Jon's example of how he would have done it in fixed form.
Let me show you in chronological order

The conversions is now a bit more obvious i.e.
Dcl-ds ebcdicDS;
charChannel char(1);
ebcdicChanel uns(3) Overlay(charChannel); End-ds;
You know you have two spellings there for channel right?
Since you are in position 1 of the Ds you could also code both fields
as being Pos(1) - but there's no need.
