The PuTTY user interface isn't great, but you should be able to save
that choice in the settings for a given (named) session. And
presumably if you save it to the "Default Settings" session, that
choice will be the default. (I haven't tried that; I specifically
strive to keep the default settings in a pristine, out-of-the-box
state.)

It took me a while to get used to the way PuTTY does settings. I still
screw it up sometimes. The key for me was to forget about how I would
normally use the word "session" and just think "settings snapshot"
instead.
