Just watch the CCSID of the output. If the file exists, the contents are replaced and it keeps its CCSID. If the file doesn't exist, it's created using job CCSID.

I heard back from IBM, and a new PTF (SI68235) is required to fix a known issue with the RPG ON-EXIT command.
