I would code this in PHP and cURL. This is kind of what PHP is built to
do. And there are a lot of examples in stack overflow of using cURL from
PHP.

To initiate the process from the RPG world, use SQL function HTTPGETCLOB.
Where your PHP code is pretty much a web service to the RPG code. Or the
PHP code can call SQL procedures to run RPG code.
