Basically all the cores would be active from a machine level, but only one configured for IBMi and the rest on stand-by, correct?

To start we never order 'deconfiguration' of any cores. Never.

It does NOT matter to IBM i. You simply use the processors you are licensed to for i.

The only thing we've seen is that by deconfiguring you save money on the SWMA for POWERVM which is small money like not even a comma in that number. This small savings offsets the flexibility to use those cores for something else or for growth of your IBM i environment.
