One doesn't necessarily replicate ALL libraries.

We do replicate all libraries of our ERP system. We put in a new program,
it goes to the HA machine.

One may not want to replicate "utility applications" but instead install
them per machine. For example, change management software, Help Systems
products, etc

Even if you do replicate all libraries of a particular product, (like ERP)
you often still omit a very small set of it. For example Infor LX has a
knowledge base document which says not to replicate a very small list of
objects which contain stuff like keys. The key to run on the production
machine is different than the one for the HA machine. All of the HA
products support an omit list. Not sure how ASP replication products like
IBM's PowerHA does it.
