Yes, you can access another running job's QTEMP. I have a utility that copies the entire contents to a named library. It is really useful for debugging.

Is there really any exposure if QTEMP is not encrypted? The contents of QTEMP are viewable only to the associated job and, when the job ends, QTEMP and its contents are deleted.
You can debug another job, but I don't think it's possible to access the debugged job's QTEMP contents from there.
