I googled and found a number of references on IBM sites about ODBC and JDBC
connection properties that discuss ways for clients to specify the library
list of the database server Job (QZDASOINIT, QSQSRVR, etc.), depending on
the "driver" used.

This is overriding the library list in the JOBD. IBM security still
holds.

I thought we were talking about the situation where we have eg two
clients: .NET and JDBC. Each client is configured to have the
same/equivalent connection properties. It is my personal experience
that the server will always behave the same way, no matter which client
connects. That is, I don't get one library list with .NET and a
different one with JDBC. The server always uses the same rules to
establish the library list regardless of client.
