If both QCTL and QBASE are running here is what I would do correct the current problem.

ENDSBS SBS(QBASE) OPTION(*CNTRLD) DELAY(*NOLIMIT)

This will prevent any new jobs from entering QBASE without effecting current jobs, when all of the current jobs running in QBASE finally end QBASE will shut down.

This does not answer the question of how QBASE got started, but base upon everything I have seen so far it appears that it was manually started.

Greetings, Joys of the IBM Web pages. We can updates the FTP site
pretty much when we need to. The other Web pages, we have to make the
updates and then submit them to the Web Master. Sometimes it the next
day... other times its not. So yea. there are times where the main page
is not up to sync with the FTP download site. Also, for those that use
the auto update notification support, we dont turn that flag on on the web
site until the main page has been updated. Causes way too much confusion.
As pointed out, the readme is always current.
As per normal, there is a pile of new feature and function that has been
delivered in this update. Thanks to all of you in the community that let
us know additional function that we need to provide.

I typically wait to download those things. I was just hoping
someone had already done that (and obviously you did that thank you very
much!).

Seem to recall that those changes were on the website
before you downloaded it. Maybe I'm misremembering.
However what I saw was a date that didn't match up with

Now the bad news is that to end RAID you'll need to IPL to DST.

The good news is that just before you do that you can swap D1 and D2 so the LS is in D1. :-)
