That is absolutely true. It is pretty ridiculous for anyone to absolve
IBM of responsibility for an operating system that IBM claims is
supported. It is also pretty ridiculous to blame the customer for not
being "serious" about security just because they haven't *already*
upgraded from a *still supported* operating system.
Security fixes should also be part of the extended (extra-cost)
support, for those who elect to go that route.
IBM however calls a new cipher "new functionality" ?

It's not a "fixed" cipher...
That's not a valid argument when it comes to security. A cipher isn't
something that wears down from normal use and needs periodic
refurbishment. It's something that, at any time, could become obsolete
and need replacement. A new cipher *is* the fixed cipher. If you don't
provide the most up-to-date ciphers, you are effectively saying "we
already provide protection against all the threats we knew about at a
particular time; protection from any *new* threats is *new*
functionality".
