I just tried this again, and reproduced the behavior. In my case, the
file in question is a physical file with some key fields defined in
the DDS. I did DSPFD on it to make sure it worked normally, which it
did; then I changed one of the key fields in the DDS without touching
anything else; then did CHGPF instead of recompiling; and boom, the
file now exhibits this problem.
