http://guitestold points to same IP, JWALK folder instead of LEGASUITE.
If I shutdown the new instance, bring up the old.
http://guitestold now works.

What do you mean by complete URL and DNS URL? Examples would help clear that up. Are you saying IP vs host name?
I'd check the authorities of the directories your files are in. Make sure QTMHHTTP id has at least *RX authority to the directories and at least *R to the files. QTMHHTP1 should have authorities for anything CGI related.
I normally just make sure both have *RX to all dirs and *R to all files.
