Our QuestView product, if current, has an Undelete function built in. It is essentially a customized version of Dave McKenzie's UNDEL2, and there is absolutely no doubt in my mind that DBU's undelete function is also a customized version of UNDEL2, simply because Dave McKenzie's UNDEL2 is the only thing I've ever heard of that can undelete in DB2/400 (and yes, what Mr. Gundermann described is a fair description of how UNDEL2 works, and Mr. Young's link points to a page describing UNDEL2, and providing a download).
In addition to what Mr. Musselman said about REORG, I will also say (and I speak from experience) that if there are any VARLEN fields in this file, you can kiss anything beyond the "allocated length" of those fields good-bye, because anything beyond the "allocated length" is stored in the file's variable-length-string-space (presumably a heap of some sort), which nobody has found a way to access.
