At one former employer, to change the code like that would require a
mountain of paperwork and two weeks to get all of the approvals (and was
getting worse when I left). To change the data area, just do it.
In that case, from the paperwork alone, it was much easier to just change
the data area. But otherwise; I agree, it is a tossup of preferences.
