The windows ftp.exe doesn't support pasv. You'll need a different client.

Why would this work just fine 2 weeks ago, but now won't?

No idea why a change. However FWiW, regarding specification for passive
connection; i.e. per ≥ quote help pasv ≤ 214 PASV: Instructs this system to
passively open the next data connection.:
