The Qshell situation is a little confusing. It can run both "true"
Qshell commands (native i *PGM objects) as well as PASE commands (AIX
binaries). Clearly, he's running awk from Qshell, regardless of
whether it's a native or PASE program.

Some things do run differently when invoked in a PASE shell (such as
what you get with CALL QP2TERM) than when invoked from Qshell. I am
not too hopeful that awk is something that will magically start
working as expected for OP once he tries it with a PASE shell, but it
couldn't hurt to try.
