I'm not sure there is an error or problem with this. The tool is looking at
what's applied, and clearly your three groups are not applied. Furthermore
just because you have them loaded, but not applied does not mean there is
not a newer version out there. I get where your thinking is going, but I
just don't see the problem here. Those three groups are not applied
therefore you need to get them and apply them. The fact that you already
have them (in this case current ones) is not what the tool was trying to
determine.

So technically I do not need to order SF99724, SF99725, SF99728 as I
already have them.

I submitted a RFE to address this. If this affects you and you'd like
to vote on it then please do so.
