PRTSQLINF will tell you that.

If you are only interested in is a "true" or false" answer for each program in a list, you can run PRTSQLINF in a CL program (RCVF loop over a list of program objects) and monitor for SQL9011 -- the escape message thrown when it finds a *PGM or *SRVPGM that does not contain any SQL statements.
