It's really hard to give you the best of advice without seeing your dspf
and rpg code. Don't mistake my comments for a request to see it though.
It sounds like you are the wrong person to be given the task. In any
event...

This will be what I call a band-aid solution and most probably not the best
solution.

You will need to know the field name as well as the value for the field
that determines when something is 'freight hold'. For the purposes of this
example, let's say the field is FRTHLD and the value is Y when you don't
want the information to be written to the subfile.
You will need to know the record format name of the subfile record.
Find the code in the RPG program that writes to the sfl-rcd-fmt and insert
an IF statement before it and the ENDIF after it. Eg.

IF FRTHLD <> 'Y'; // new line
WRITE sfl-rcd-fmt;
ENDIF; // new line
