We do a similar process using BRMS, on a as needed basis.
We do DLTLIB, and let RSTLIBRM recreate the libraries.
The performance will depend on your DASD subsystem.
We have 10k spinny with 5913 controllers.
20+ libraries equating to about 1tb takes about 1 hour.
If we run multiple deletes at the same time, the disk subsystem is stressed, everything suffers.
I don't think you will see much difference between a CLRLIB or DLTLIB.

Is there a performance difference between a CLRLIB and DLTLIB? I have a customer who is refreshing over 10TB of data from PROD to DEV using BRMS save/restore and is needing to get the process done quicker.
They are submitting CLRLIBs to batch and are running multiple jobs concurrently. Would single threading these help at all?
Any other suggestions?
