If I am not mistaken I think everyone here is in agreement (though I will
wait for Chuck's response to #2 below).
1 - IBM provides very robust capabilities for PTF/LICPGM management.
2 - IBM does not provide simple administrative tooling to link together the
robust capabilities. This is what Nathan (and I) are disparaging.
p.s. The above assumes we are only discussing end-user application of PTFs
and not authoring tooling that uses IBM's license APIs, which is a whole
other topic.

How about disparaging something that requires years of experience by
full-time system administrators, and a process which leaves much hidden in
"cover letters" or left unexpressed by myriads of technicians who
contribute to PTF's - a process which supports unnecessary complexity,
which is prone to error?
