Is it all users or just certain users?

It may be related to
DSPMSG QSYSOPR. Look for CPIB682
, or,
DSPLOG PERIOD((*AVAIL *BEGIN)) MSGID(CPIB682)
User profile ... disabled for IBM i Support for Windows Network
Neighborhood access.
I literally have screens full of these in DSPLOG. The most recent one
being our main PC Tech (who is good and I'll cotton to no ill words about
him, dig?).

On older versions of the OS like that you can run
CHGUSRPRF USRPRF(...)
and press enter without changing any other parameter and it will reset the
user from being disabled out of Netserver. This is documented. It also
stopped being effective on the latest versions of the OS.

Make sure the user's Windows password is either all upper case or all
lower case. I don't care which. Just not mixed case.
Make sure that it doesn't begin with a number, or a Q.
