So, you try a DLTLIB and monitor for an error.

If your goal is then to determine the jobs that have locks on objects
within the library, your easy/simple choices seem rather limited. The one
that comes to mind is WRKOBJLCK on every object in the library. Bleahhh.
And there's no outfile option for that. There's probably an API that would
work better. Also, I'd bet TAATOOLS has a tool to do what you need.
