Hi Darryl,
And I'm assuming the Status shows as "Stopped"?
I've found a couple of hits with Google:
This links says to follow Collection Services RESET Instructions.

Failing that, my next move would be to make sure PTFs are current and place
an IBM Support call.

I did the following:https://secure.e2rm.com/registrant/FundraisingPage.aspx?SID=5323935&LangPref=en-CA
- GO PERFORM
- take option 2 (Collection performance Data)
- take option 1 (start performance Collection)
It failed here.
I tried to change the attributes, using option 2 ( Configure Performance
Collection )
Tried option 1 again (start collection)
Same error.
Darryl.

Hi Darryl,
Not that I recognize this error or have experience with PM400 but more
information couldn't hurt...
What command did you use to try to get PM400 running?
Green screen or GUI?
Do you have enough authority?
Are you in debug?
