I would let the system start TCP.
Create multiple Interactive subsystems, by app.
You can better control the interactive usage.
Do not use QINTER.

We do not start TCP/IP at IPL. It is started within our start up program.
What is the minimum that must be started in TCP/IP in order to start an interactive session in QINTER (or an alternate).

What I want to do is to start an alternate QINTER and allow IT access while the system is 'inactive'. I don't want to allow things like DDM or web access. We have a partner which connects using DDM which I really want to prevent until the system is ready to be 'turned on'.

Right now our startup program does:

STRTCP STRSVR(*YES) STRIFC(*YES)
STRNFSSVR SERVER(*ALL)
