One option is to give them a menu option to call a new menu with the various
commands they use. That way you can keep them from the "DELETE ALL FILES"
kind of action.
Another is to use the user profile Attention menu option to give them a menu
of things they need to do, and you control this by user id.

You could change the LMTCPB option on the profile(s) to *Partial.

*PARTIAL
The program and current library cannot be changed on
the sign-on display. The menu can be changed and
commands can be run from a command line. Users can
change the initial menu value with the Change Profile
(CHGPRF) command.

I haven't used mandatory menus in awhile, but *Partial seems to go a long
ways to defeating its purpose.
