I had similar problem with the HTTP admin instance following V6R1 to V7R1
upgrade.
There are some known issues with the admin instance across an OS/upgrade.
From an old PMR, IBM had me run these commands.

1) On the IBM i command line type STRQSH
2) We'll then type the following:
cd /qibm/userdata/httpa/admin/logs/collectorfiles
/QIBM/ProdData/OS/OSGi/healthcheck/bin/arefix.sh -report Admin2hcReport.xml
-silent
3) Once this is done we'll try starting Admin and see if the ADMIN1 and
ADMIN2 start. If they don't we'll want to get a new httpadmincollector so we
can see what other errors may be occurring.

Jack,

After your done with the HTTP (which will include the Java group as well)
then google that error and specify ':ibm.com' at the end of your google
search(to specify only ibm.com in the query). You'll find several documents
that discuss making sure the proper listeners are running on some ports you
have not previously used, and may have an issue with. The instructions to
correct the problem are very easy to follow.

Our migration from V5R4 moved all of the HTTP instances over and they

work. I assume they didn't move the admin instance since that's
included.



We are trying to start *admin for the first time and when we try to
get

http://server:2001 , we are getting the Error 500: SSL port is not
configured, request cannot be secured.



We are trying to add a new instance manually by adding a member to
QATMHINSTC but we would like to have *admin running.
