There are PTFs for 6.1 and 7.1 which mention MCH2601 in the case where
the authority list is locked by another job. Is that the situation
here? If not, perhaps there is another PTF that will address this.

I searched with 'msgmch2601 f/#cfochkr t/QDBCRTFI' in V5R4 PTF Cover
Letters and found a bunch of hits, although IBM Support have a better
search engine in my opinion.
