The IBM's LackOfKnowledge Center is living up to my nickname once again.
In
that URL it points you to /networking/security/networking security.
It does not tell you how to configure SSL, it merely refers you to yet
another link, Security, where you could do many wonderful things except set
up SSL.
Only after a more informed search do you wind up at:

Where it explains how to setup SSL for telnet. Once that's done you'll get
to Access being set up for it.
